Presenting a model for human capital according to the Iranian Islamic model of progress (Study: Seda and Sima of the Islamic Republic)

This applied, exploratory, quantitative study used a descriptive-survey Delphi method. The Delphi panel included 15 human resource management specialists. For validation, the statistical population comprised 460 employees of the Tehran Judiciary, with 210 randomly selected using Cochran's formula. A three-step Delphi process identified items, followed by a questionnaire. Face/content validity and reliability (Cronbach's alpha) were confirmed. Inferential statistics included factor analysis, structural equation modeling (SEM), and hierarchical analysis using SPSS, Smart PLS, and Expert Choice. Results showed that the "intra-organizational" dimension ranked first, "extra-organizational" second, and "environmental factors" third. Among extra-organizational factors, "social games" ranked first and "power maneuvers" third. Among intra-organizational factors, "explicit honesty" ranked first and "organizational culture" fourth. Among environmental factors, "individual characteristics" ranked first and "changes in political situation" second.
