Abstract:

The current research is applied based on its purpose, in terms of method, it is an exploratory research, based on the collection of quantitative data. The research method in this Delphi study is descriptive-survey. In this research, in the Delphi department, there are human resource management specialists. The sample size in the Delphi section is 15 experts. In addition, in the validation section, the statistical population includes all the employees of the judiciary of Tehran in the number of 460 people. Based on Cochran's formula, 210 people were randomly selected. Delphi method has been used for literature research, along with library studies, and questionnaires have been used to answer questions. In order to collect information in the field of answering the questions, first, a three-step Delphi method was used to determine the items, and then through the distribution of the questionnaire among the respondents. The face and content validity of the instrument and its reliability were analyzed using Cronbach's alpha formula. In the inferential statistics section, factor analysis and structural equation modeling (SEM) and hierarchical analysis were used to prioritize variables. The software used in this research included SPSS version 23, Smart PLS version 3 and Expert Choice software. The results showed that the "intra-organizational" dimension ranked first, the extra-organizational dimension ranked second, and the environmental factors dimension ranked third. In addition, among extra-organizational factors, "social games" ranked first, and "maneuver of power" ranked third.Among internal organizational factors, "obvious honesty" ranked first and "organizational culture" ranked fourth, and finally, among environmental factors, "individual characteristics" ranked first and "change in political situation" ranked second.
